PPA, DOTR STREAMLINE MARITIME CLEARANCE

THE Philippine Ports Authority (PPA) and the Department of Transportation (DOTr) are pushing for the implementation of the Maritime Single Window (MSW) by the end of the year.

Hiyasmin de los Santos, PPA port manager for operations and services, said rigorous efforts were underway to comply with the mandatory MSW system.

De los Santos said, "The implementation of MSW is crucial for enhancing the efficiency and safety of our maritime operations. It aligns with global standards, simplifies port procedures, and enhances operational resilience."

The MSW system serves as a unified platform for electronic exchanges of information related to ship arrivals, stays and departures, mandated by the International Maritime Organization's (IMO) FAL Committee Resolution of 2023. This mandate underscores a transformative step toward digitalization in shipping, promoting efficiency and reducing operational complexities.

Key challenges in MSW implementation include the lack of legal and policy frameworks, data security, interoperability, no single entity in charge of MSW implementation, and technological requirements.

PPA's initiatives include comprehensive regulatory reviews to align with MSW standards and updates to the iPORTS system for seamless electronic submissions. Collaborations with MSW-experienced nations are also underway to adopt best practices and enhance operational efficiency across Philippine ports.

Transportation Undersecretary Elmer Francisco Sarmiento said, "MSW under the FAL Convention modernizes our maritime sector, enhancing safety, efficiency, and environmental sustainability." He reiterated ongoing efforts to secure concurrence from all relevant agencies by year-end, ensuring full MSW compliance and reinforcing the Philippines' position in global maritime trade.

The implementation of MSW is expected to streamline vessel operations, improve safety standards, and enhance supply chain predictability.
