HALF OF PH MARITIME TRAINING CENTERS LACK FUNDS FOR E-LEANING

ABOUT half of the country's maritime training institutions (MTIs) have identified financial constraints as a major barrier to implementing distance learning methods for seafarers and other maritime professionals.

A study by the National Maritime Polytechnic (NMP) revealed that only 43 of the 87 Maritime Industry Authority (Marina) accredited MTIs across the country have incorporated distance learning into their programs.

The other half cited financial constraints as a major barrier.

Implementation of distance learning requires MTIs to make substantial investments in manpower, technology and infrastructures to comply with the Marina requirements.

The study also revealed that instructors preferred the traditional face-to-face teaching methods.

NMP cited that manpower resources were a crucial focus for distance learning, with a need for additional training among instructors and assessors. It said that most MTIs relied on existing staff or trainers to transition training materials to online formats, with limited involvement of external subject matter experts.

MTIs who are yet to adopt distance learning also cited unstable internet connectivity and electricity supply in certain regions of the country, as well as the stringent requirements of Marina for online training accreditation as significant obstacles.

"These findings underscore the need for targeted support and streamlined regulations to facilitate broader adoption of distance learning among Philippine MTIs, ensuring they can effectively integrate digital solutions into maritime education and training to meet evolving industry demands," NMP said.

The study recommended government support in terms of ICT infrastructure upgrading, providing high-volume, high-speed internet access, particularly in underserved regions, and legislative measures to ensure a reliable power supply across the country.

It also suggested that Marina simplify accreditation processes with clear guidelines and consistent training standards applicable to all MTIs in terms of STCW mandatory training courses.

Flexibility in regulatory frameworks was also recommended to expedite the adoption of distance learning methods.

The blended learning mode of training was implemented by Marina in August 2020, by Advisory number 2020-59, in light of the Covid-19 pandemic health crisis.

NMP is the sole government maritime training and research center in the country. It was formed in 1978 to provide maritime training, assessment and research services to address the burgeoning demand for Filipino seafarers in the world fleet.
